The girl and the other child, who was not identified, were at the Bellevue Avenue branch of the Montclair Public Library around 3:30 p.m. when they saw the man, who was holding up his phone as though recording them, police said.
The girl told police she and other juvenile felt uncomfortable and walked to the CVS on Valley Road, where they saw the man again. They left CVS and went to the Starbucks, where they say the man once more. He was still holding his phone as though he were recording them, the girl told police.
A customer at Starbucks told the man to put the phone down and the man left, police said. A guardian who had been called by the juvenile arrived shortly after the man had left the scene, police said.
He is described as white, between 55 and 60 years old, 5'8" with white hair and a white beard. He was wearing a dark shirt, dark hat, sunglasses and was carrying a green shoulder bag. His phone case was red.
